The ancient settlements gradually evolve into cities. The first public works make their appearance in the form of streets and roads. Civilisation begins to spread. The waves of migration and the increasing sophistication of the peoples who made their home here in the first millennium BC led to the earliest political and cultural structures that we could describe as civilisation. The territory was peopled by two different ethnic groups: the Celts, who were based in settlements and fortified villages –of which numerous examples have been recovered and conserved– mainly in the north and west of the country; and the Ibers or Iberians, who spread throughout the Mediterranean seaboard and its areas of influence, and whose legacy includes accomplished works of sculpture such as the famous Lady of Elche. In the lands of the great inland plateau, the intermingling of both these peoples gave rise to what were known as the Celtiberian tribes, the inhabitants of Numancia.
