He was born in Gijón in 1744. He studied in Oviedo, Ávila and Alcalá de Henares. He earned a PhD in Canons (1761) and joined the Administration. In 1767 he went to Seville as a crime officer, a lawyer who worked in certain rooms in the Courts and Chancery. In 1787 he presented the play "El delincuente honrado". He wrote the moralising and Neo-classical epistles, "Jovino a sus amigos de Salamanca", and "A sus amigos de Sevilla", a sentimental piece. He was accused of introducing a copy of "El contrato social" by Rousseau into Spain and was imprisoned and deported to Majorca (1801). He lived in La Cartuja de Valldemossa monastery until May 1802, where he wrote "Memoria sobre educación pública". Confined to the Bellver Castle, he was released after the Mutiny of Aranjuez (1808). He died in Puerto de Vega in 1811.
