" Composer and critic. A vital and prolific cultivator of the zarzuela in the 20th century. His friendship with Andrés Segovia led him to compose several outstanding pieces for solo guitar and for guitar with orchestra."

He was born into a family of musicians. His early studies were under his father, Federico Moreno Ballesteros, the organist in the church of La Concepción in Madrid, and he was also a pupil of Conrado del Campo. He began composing symphony music, but soon turned to the zarzuela, a genre to which he contributed over 50 works. He became established with 'Luisa Fernanda' (1932), whose libretto was written by Federico Romero and Guillermo Fernández-Shaw. The success of 'La chulapona' (1934) earned him a seat in the Academy of San Fernando. He was elected president of the Spanish Writers' Association (SGAE) in 1975, and ran several theatres in Madrid, including the Calderón and La Zarzuela. He died in Madrid in September 1982.
