He was born in Ribadesella (Asturias) in 1857 and moved to Madrid when he was very young. He studied at the San Fernando Royal Academy in 1878, where he was a student of Carlos de Haes. In 1879 he entered the École Royale des Beaux-Arts in Brussels. In 1883, he accompanied several artists on a tour of Spain where he settled the following year. Throughout this period, Regoyos' painting style evolved from naturalism to the pre-symbolism of his series 'La España negra', and finally, by now in his mature stage, became something approaching Impressionism, and more specifically, Pointillism. His last works were profuse natural landscapes (painted en plein air) of places in Vizcaya and Guipúzcoa. He died in Barcelona in 1913.
