He was born in Valladolid in 1930, and became a Doctor of Law from Valladolid University. He carried out post-graduate studies at various universities in Europe. He was Professor of Law at La Laguna, Alcalá de Henares and Barcelona Autonomous universities. Between 1979 and 1982, he led the Higher Council for Scientific Research (CSIC). The rigorous and exhaustive nature of his work, 'Los Primeros Pasos del Estado Constitucional' (the administrative history of María Cristina de Borbón's regency) has made it an essential reference for any student of Administrative Law or historian interested in the period. He has also written a large number of studies and articles relating to various aspects of Administrative Law and the history of administration.
