The archive was established in 1942 to house notarised documents that were over one hundred years old. Its collections were extended later on and judicial documents were included - property registers from the Treasury offices and other State Administration organisations, as well as private collections that may be interesting to the province of Vizcaya. Its current site consists of two buildings, one of which is a typical early 20th century construction of the Ensanche area of Bilbao.

The collections in the archive can be accessed through the Portal of Spanish Archives (PARES), created for the purpose of disseminating over the Internet the Spanish Historical Documents conserved in its network of centres.
